It seems that I am trying to solve my issue in the wrong way. I am looking into licensing those testing VMs in a cost-efficient way since these testing machines are used very rarely times per months at most. Our company does not have VL key as previous machines either came with Windows pre-installed Dell business laptops or retail versions were purchased Microsoft Windows Server for Dell servers.
These are for System Builders to purchase and resell to their end customers, NOT for business or individuals like you or me to build new machines with or use in a VM scenario. Technically this is where Retail FPP licenses come into play. The same rules apply for remote access - meaning only the single primary user can access. Retail licenses should NOT be used in server based desktop virtualization scenarios.
To the best of my knowledge, OEM is sold with a machine, and is tied to that machine. OEM licenses are non-transferable and cannot be moved, once the hardware dies or is replaced the license dies too this is why they are often cheaper to buy than Retail copies.
Meaning - the builder of the machine. Will it activate? Will you be out of compliance with Microsoft Licensing? Should you put it on your business machines? Depends on how badly you want to save a few dollars over a retail version.
