Assists municipalities and water systems by developing outreach, education, and technical assistance to create actionable source water protection plans. Develops a pro-active program to reduce the risks of contamination for active or potential public water supplies, such as by assisting with groundwater reclassification to Class I or II.
Assists in developing source water redundancy. Oversees the public drinking water system operator certification program. Jeff Girard - Compliance Section Supervisor. Manages compliance and water quality monitoring of public water systems. Participates in operator training. Ground Water Rule implementation. Receives public notice certifications. Janelle Wilbur - Compliance Analyst. Manages incoming chemical monitoring data for all public drinking water systems and in-state bottled water facilities.
Sets routine monitoring schedules and required chemical monitoring frequencies. Maintains database integrity. Processes and determines eligibility for monitoring waivers.
Participates in water operator training with related classes. This includes sampling requirements, sampling location plans, compliance schedules, and violations.
Trains water operators in related classes. David Love - Compliance Analyst. Manages Ground Water Rule implementation and compliance.
Addresses boil water notices, consumer complaints and bulk water hauling. Participates in Operator Training. Reviews coliform sampling plans. Determines compliance with operating permits and other legal documents for Community and NTNC systems. Oversees the administrative services of the Public Drinking Water Program including Construction, Source, and Imported Bottle Water Permit Application processing, operating permit billing, processing checks received, chemical data entry, water system contact information updating, and maintaining accounts receivable information.
Serves as Records Liaison and manages archiving and scanning of records. Lucy Couture - Environmental Technician. Data entry of coliform test results, data entry of monthly water usage, reviews groundwater monthly operations reports, processing of outgoing mail, preparation of public notice requests, receipt of faxes.
Tom Harrington - Environmental Technician. Processes applications for Operator certification and renewals, exams and checks received, issues certificates, enters and maintains credit hours for Operators.

Developmental Disabilities Services Division DDSD is responsible for all community-based long-term care services for individuals with developmental disabilities and physical disabilities. Division for the Blind and Visually Impaired DBVI serves individuals who are blind or visually impaired, providing services from vocational services to a variety of support services. Most of the services provided by this Division are contracted out to private or nonprofit agencies.
